So Pacquiao fights 2 more times in 2017, and the last fight for an ATG is against Horn?
Seems unlikely..
I hope he does well as he's an exciting fighter to watch, but as Randall Bailey and Funeka showed, Horn unfortunately has a chin made of glass and he won't be able to avoid the punches that the top welter-weights are going to be able to dish out.
I think they said that the Funeka punch was more of a head butt that put him down. Against Bailey, yeah, he was out of it. But in both cases he recovered well. Bradley doesn't have much power, and Pacman hasn't knocked anyone out in a long time. Don't know about Vargas???. But Spence has heaps of power. I tend to always under-estimate him, and he always rises to the occasion. Keeps getting better.
Pacquiao and bradley will see holes in jeff horns game that neither of them has seen in 10 years. And both of them are capable of stopping a defensively flawed fighter with a weak chin. It's not like horn is going to run.
Of course Pacman has been KO'd. But I don't see Horn as having a weak chin as much as he opens himself up when he doesn't need to. Gets hit too often, but he has improved that with his last fight.
Fortune Tips Jeff Horn To Beat Jessie Vargas, Not Sure on Bradley

Justin Fortune, the strength and conditioning coach of Manny Pacquiao, believes rising welterweight contender Jeff Horn (16-0-1, 11KOs) will beat former world champion Jessie Vargas.
Back in September, Top Rank's CEO Bob Arum signed a deal with Duco Events to co-promote Horn.
Arum would like to build up Horn to the point of fighting Top Rank's superstar, WBO world champion Manny Pacquiao. To properly build that fight, Arum would like to match Horn against one of Pacquaio's most recent opponents, Vargas or former two division champ Timothy Bradley.

Fortune believes Horn in securing a win over Vargas would prove his worth for a Pacquiao fight. He says Bradley, because of his fighting style, would be a tougher ask for Horn.
“I think Jeff Horn will beat Vargas,’’ said Fortune to Fox Sports. “If he can beat one of those guys he will prove that he deserves to be in the ring with Manny.
“Tim Bradley would be a tougher fight than Vargas. Bradley is very slick and calculating, Vargas is a good boxer but he doesn’t do anything special and he’s not what you’d call a great puncher either.’’
Arum was ringside last month in Auckland, and watched Horn blow away former world champion Ali Funeka - with the fight taking place as the co-featured attraction to the Joseph Parker-Andy Ruiz heavyweight title fight.
Fortune warns that Pacquiao might be older, but he's many levels above a fighter like Funeka, who saw his best fighting days come at the lightweight limit of 135-pounds. Horn also holds knockout victories over Rico Mueller and former champion Randall Bailey.
“Ali Funeka’s a good fighter but he’s no Pacquiao,’’ Fortune said. “Pacquiao is still a, live dog. He’s still extremely quick — ridiculously quick — and he’s still an extremely heavy puncher.’’

If they sanction horn vs Pacquiao horn could get seriously injured

They need to stop making these kinds of mismatches.
I think Horn is in with a chance.  Pacman doesn't KO guys anymore, and he's fading.  I think Pacman wins by UD.  There won't be 60-1 odds like it is with Wilder.
